Natural red hair is beautiful but along with that comes fair skin and freckles. Fair skin tends to be sensitive, possibly dry and very susceptible to sun damage. Freckles may be sprinkled about especially over the nose and cheeks so every day apply an SPF of at least 15. It is very important to choose the correct shade for your skin tone(test on your jaw line to match your neck or compare the under side of your arm if you have only a color chart) and keep foundation sheer. Don't try to cover freckles with heavy make-up. Look for foundations with pale or ivory in the name. Dark circles appear to look blue so use a yellow based concealer to counter the blue. Sometime veins around the forehead can look blue, you can use the yellow here too. Benefits Lemon Aid concealer is a good one. Sometimes fair skin can have a red flushed look.
Kosovo Independence Tipped for Feb 17
A US diplomat said independence was likely to come a Sunday, when the UN Security Council does not normally meet. That would fit with the Serbian government's reference to February 17. Russia has said it will use its right of veto in the Security Council, where it is a permanent member, in support of Serbia, which regards Kosovo was the cradle of Serbian Orthodox history, culture and religion. The European Union is preparing to send a 2,000-strong civilian mission to oversee Kosovo's birth as an independent state, in spite of opposition from several of its member states including Cyprus and Spain. While EU officials consider February 17 as the probable date, talks between European capitals would "multiply next week" to find a declaration "acceptable by all" at the EU foreign ministers' meeting, diplomats in Brussels say.

FOR ONCE the hype was justified. "The most important debate the Scottish parliament has ever engaged in," said the Scottish Tory leader Annabel Goldie during last week's debate on setting up a Constitutional Commission to extend home rule. She could be right. All the major forces in Scottish politics are now united as never before on the need to give Holyrood more oomph. Even the SNP is part of the consensus, though Labour is trying to lock them out. For hacks like me who have watched the battle for Scotland for more than 20 years, this is hard to believe. Ultra-unionists like the Scottish Tories joining forces on the constitution with the ultra-devolutionist Liberal Democrats? Surely not. Michael Forsyth would turn in his grave, were he dead. Annabel Goldie as a tartan revolutionary? Well, she delivered a powerful speech in last week's debate, admitting past mistakes and conceding that home rule is a process that "dwarfs party politics".
